NTUC CTC GRANT GUIDE
Transform your business. Empower your workforce. Explore how the NTUC Company Training Committee (CTC) Grant may support qualifying AI, automation and digital transformation projects that improve productivity and create better outcomes for employees.
The CTC Grant is administered by NTUC's e2i. Agentic Workforce provides AI and automation services; we do not determine eligibility, approve grants or submit applications on behalf of customers.
Business + workforce transformation
The grant supports eligible organisations that have formed a Company Training Committee and developed an endorsed transformation plan. The focus is on two outcomes achieved together: stronger business performance and better opportunities for workers.
Strengthen operating capabilities, raise productivity and create more efficient ways of working through technology, process improvement or new business capabilities.
Redesign work and deliver committed benefits to affected Singapore Citizen or Permanent Resident employees, such as salary improvements, applicable skills allowances or communicated career development plans.
Buying AI software does not, by itself, establish eligibility. Proposals must demonstrate credible business and worker outcomes and meet the requirements assessed by e2i.
Eligibility
Companies, societies, charities, social service agencies and other eligible organisations legally registered or incorporated in Singapore may apply, provided they meet the CTC and project conditions.
Qualifying project components
Depending on the approved transformation plan, relevant equipment, software, consultancy and training expenses may be supportable. Costs must be necessary for the approved project, incurred within its approved funding period and accepted by e2i.
AI applications, workflow automation software and other digital systems that support an approved change in business operations.
Relevant professional services that help an organisation design, implement and operationalise its endorsed transformation.
Relevant in-house training and eligible external non-SkillsFuture Singapore-supported courses that equip employees for new or redesigned work.
e2i states in-house training support of S$9 per worker-hour and up to 70% support for eligible external non-SSG-supported courses, subject to caps and conditions. The same cost or project component cannot receive duplicate funding from other Government sources.

The applicant organisation works with NTUC or e2i and its CTC representatives to prepare the transformation plan. The applicant must submit the application directly; a vendor or external consultant cannot submit it on the applicant's behalf.
Unionised organisations should contact their union. Non-unionised organisations can approach e2i for guidance on forming a CTC. See official guidance →
Define the operational problem, proposed AI or automation solution, cost breakdown, expected productivity impact, employees affected, job redesign and committed worker outcomes.
Secure endorsement from the CTC's NTUC/worker representative and engage e2i to review the project scope and relevant grant requirements.
Your organisation submits its own application, with the required project and supporting documents. Visit the e2i Grant Portal →
Only commence work, place orders or make deposits after the Letter of Award. Deliver the approved project and its committed worker outcomes within the approved funding period, then submit claims as required.
For the CTC Grant, e2i states that commencing any part of the project or paying a deposit before the Letter of Award can invalidate the project. Do not assume submission alone gives permission to begin.
EDGE has different application timing requirements. See our EDGE Grant guide before planning a project.

Frequently asked questions
No. The grant can support up to 70% of qualifying costs for approved projects, but AI adoption alone is not enough. Your organisation must meet eligibility conditions, have a CTC-endorsed plan, and deliver both business and required worker outcomes. The approved amount may be lower.
No. Non-unionised organisations can work with e2i to establish a CTC. Unionised organisations typically engage their union. All applicants need the required CTC structure and endorsement.
Potentially, yes. The CTC Grant is not restricted to SMEs. Eligible companies and certain other Singapore-registered entities may apply, provided they satisfy the scheme's conditions. Excluded public-sector entities are not eligible.
Not necessarily. Applicable worker outcomes can include a wage increase, relevant skills allowance or an implemented Career Development Plan communicated to the worker. The precise options depend on whether the person is involved in the transformation project or a training-only component. Each affected local worker must receive at least one applicable committed outcome.
Potentially. Qualifying software, equipment, consultancy, related training and eligible non-SSG-supported courses may be supported where tied to the approved project. All cost items and timing are subject to e2i's assessment, the Letter of Award and applicable training caps.
No. e2i says projects that start in whole or part—including down payments—before the Letter of Award can be invalidated. Wait for approval and check the approved funding period before incurring costs.
Do not assume costs can be funded twice. e2i explicitly prohibits receiving funding from another Government source for the same project or components. Ask the relevant programme administrators whether a separately scoped project is eligible under either scheme. For details about EDGE requirements, see our EDGE Grant guide.
No. e2i requires applicants to submit applications directly and rejects third-party submissions by consultants or representatives. We can discuss use cases and provide relevant technical and commercial project documentation; the organisation remains responsible for its grant application and worker commitments.
e2i's main CTC Grant page currently states that the application deadline has been extended to 31 March 2028. As some older FAQ text on the same page still mentions a previous date, verify the deadline with e2i before planning your project.
